[FR] Generate lambda in a project

Is your feature request related to a problem? Please describe.
To add new lambda function to a project a developer has to create some files to allow syndicate to package that lambda correctly. This is a boilerplate work that could be automated.

Describe the solution you'd like
aws-syndicate needs a command alike to 'syndicate generate lambda --name' which creates all required files and places them by appropriate path in a project.
