validate groups and scenarios

"data scenarios" are now detached from the "groups" in the data. Specifically this PR: https://github.com/epidemics/epimodel/pull/36/files adds groups but there is no guarantee that they match the data.

AC:

  • validation is present for data scenarios and groups and they are somehow linked (at least by the key or something?) in the def yaml
