Create Design Guidelines

Is your feature request related to a problem? Please describe.
With a very heterogeneous group of developers, the layout and design of plugins vary widely. Different levels of experience with and focus on design and layout among authors lead to inconsistencies in how plugins look, feel and can be used. Design consistency helps the end-user to better get used to and intuitively understand how plugins work. This reduces the probability for user mistakes, decreases the time users have to spend on getting familiar with plugins and creates an overall more professional look of the whole application.

Describe the solution you'd like
A solution to the aforementioned issue is to create a Design Guideline which supports plugin developers in creating a consistent, user-friendly and functional interface. This guideline is considered work in progress, means it serves as a collection of best practices and design rules which the projects owners agree upon and which keep evolving based on solutions proposed for problems in the ongoing plugin development process.

Describe alternatives you've considered
None considered.

Additional context
As a starting point or an inspiration for such a guideline, the EDS (Equinor Design System) can be considered (https://eds.equinor.com/guidelines/accessibility/).
