`shared_settings` config input file deployment

When a plugin project uses input path to a sub-configuration file in shared_settings, this is not transferred to cloud when deploying (resulting in initialization error "File not found" when a plugin project want to read this). Should we support this use case? This was first seen by @antoneskov - but we might also perhaps have a similar future use case in webviz-subsurface @HansKallekleiv @asnyv @sigurdp?
