Issues with tour steps and WebvizViewElement settings in WLF

When adding settings group to a ViewElement while using WLF - the draggable dialog does not open when reaching tour step for setting.
The bottom toolbar for tour also disappear. If the dialog is opened prior to tour is started - the content is marked correctly.
