Upgrade WLF example plugin with ViewElement settings and add the settings group to tour steps to illustrate new dialog control for tour steps.
Upgrade generic plugin: webviz_config/generic_plugins/_example_wlf_plugin
According to fix: equinor/webviz-core-components#247
