Moving pinned tabs does not update order in state

When moving pinned tabs within a pane, the state does not seem to be updated, resulting in the pinned tabs having a different order when Atom is restarted.
Steps to reproduce:
- Open multiple tabs
- Pin at least two of these tabs
- Move pinned tabs around
- Restart Atom
- Pins are in the initial order
