Updating might fail if new version contains fewer characters then the original version

Summary

This is a bug I observed recently when this action was trying to upgrade from Actionlint 1.6.27 to 1.7.0. The fact that the new version has fewer characters means the continuation of the script starts at an incorrect offset in the .tool-versions file which is being modified in-place.
