Configure the branch name for Pull Requests

Summary
Add an option to tool-versions-update-action/pr to allow users to configure the name of the branch to use when creating a tooling update Pull Request. As of v0.3.3 it is hard coded to be called "tool-versions-updates".
This can be implemented by changing the value of branch option of peter-evans/create-pull-request to take the value of an input.
