Enable blocking by name instead of MAC address

Hi , running 1.12 with success here .
More and more OS now have "random max" feature on like MacOS and Windows 10.
This render the "blocking by mac address" useless.
However in some case like mine ( Child W10 ) the user cannot change its machine name.
So it would be great to be able to choose to block using the name advertised by the machine instead of its mac address
Disable the random MAC feature on any devices you want to administer.
And/Or, set up enforce DHCP assignments by MAC and IP to keep them locked.

If I open this bug it is because I don't have any way around :
- Cannot enforce to disable the random mac
- Enforcing DHCP will be useless because the mac is changing every day.
- I don't want to limit new devices that would connect
I will try to make a PR if no one propose one
I have no idea how you propose to block by name. If you come up with a PR that's great, but i do not know of any reliable method.
I'd suggest however this isn't a "valid issue" at this time. Happy to review a PR when you/anyone else is ready. Thanks!
