edit: it has to be: 1 set of footprints equals 1 DECISION per 500,000 inhabitants
(we noticed it is not on person, but one decision; and we need to add the 500,000 inhabitants)
(Léo explained that in one year there can be several decisions about the same person, so we need to say "decisions" to be correct, see #17)

I implemented this in a basic way. Also allowed myself to shorten the description text. Are you ok with that, @herbertblb ?
