Revisit e-mail sent in cases of controlled documents with signatures preserved

LM: 3A) Function: Using at least the cert version, when I change metadata
to an already approved document and selected preserve signatures,
a (likely repeat) email is sent to watchers that the doc has been approved
(though the doc was already approved and signatures not changed).
This may be bothersome to some experiment's VIP reviewers.
It sends a 2nd email to watchers that there has been a change,
but this is appropriate since the metadata has changed.

EV: So the request is that if PreserveSignoffs is checked, don’t send e-mail?

LM: I was thinking, send an email if the document/meta-date/files
have changed. But don't send an email that the document has
been approved, because that would likely be a repeat message
since the approval status has not changed given signoffs were
preserved.
