Merge all Pectra changes from main to release/2.61
Make sure integration tests pass in release/2.61
Make sure Hive tests pass with release/2.61
Ask Michelangelo to test release/2.61

Investigate why TestExecutionSpec is fine in main w/o #12221 <- this is no longer relevant because requests were removed from block bodies.
