clarify when beacon-list is available

Is your feature request related to a problem? Please describe.
When command is beacons.add, the a list of beacon names is available in the help menu.
But that list is only populated after a visit to a BeaconMinion page.
Describe the solution you'd like
Explain in documentation when list is available.
Explain in help-output when list is available.
Or better, make the list always available.
