Buscando framework CSS ligeros encontré y recomiendo mirar Pure(jquery) y Picnic.

Zurb Foundation - comprehensive alternative, includes lots of templates

He visto Pure CSS y Skeleton. MI enfoque es más hacia Skeleton, una base super ligera sobre la cual construir.
