Feature Request - Participant Edit screen - confusing when tag and bib fields disappear

In the Participant Edit screen, after the category is selected, RaceDB wants to enforce the License check, and the next screen does not have the tag field. This can confuse volunteers not used to RaceDB.

Would it be possible to move the Chip Tag field line to above the Category field line?

Once the License check is completed the fields reappear.
