Install path on windows

The instructions say
/tools/ESP8266FS/tool/esp8266fs.jar
But I did not get joy, I "think" should be same on Windows as for ios/unixes, because dropping into
"C:\Users<username>\Documents\Arduino\tools\ESP8266FS\tool\esp8266fs.jar"
does appear to be good.

just found this issue too, instuctions are out of date for latest Arduino IDE. think have to use older version
