espeak on macOS is not syncing the rate with system settings.

Hi.
If I set rate in the app, all the apps that use tts will have different rate than voiceover, I had set rate in voiceover to 50% and espeak to 400 words per minute,.
voiceover reflects that change, but the tts app, doesnot

Yeah, done, but the splitting syllables makes me nuts, I am waiting for fix, then I will use Espeak again.
