Support retroactive response via emoji reaction

If another user adds a reaction to a message that has an image attachment, the bot should respond to it under certain circumstances? Reasonable options for an initiating emoji should be considered; good options are 📷 📸 🌈 🔮 😈 and possibly other standard reactions.
Secondarily, it would be very cool to collect ups/downs for bot responses... need to consider this more carefully.
