[DOCS] Improve blob configuration after ecotone upgrade

Brief Description of the Docs Request
Write a clear and concise description of the docs request. For example, is the request related to an existing page or are you suggesting a brand new docs page?
I suggest the manual of configuration gas config after ecotone. For latest systemconfig.sol contract has setGasConfigEcotone(uint32, uint32). So to configure BaseFeeScalar and BlobBaseFeeScalar, we have to use it. But now in the docs there is no explanation about this part.
