Join phase: display join banner on home page

If we only deploy the factories & registries without deploying a funding round, we don't display the join banner:

We still want recipients to be able to apply if there's not current funding round. We should add logic to adjust for that.

Thinking something like this:

I think this just requires some additional conditional logic in Landing.vue
