NX Generate in top menu is disable

description :
nx-webstorm and nx console plugins are installed
in my repo, create workspace with : npx create-nx-workspace@latest
with React project
i want use nx generate plugin but it s disable, as in the screenshot

I can see the nx menu but generate is not usable.
In nx devtools I have no plugins installed.
However, I target the nx.json well

config : macbook pro
latest version webstorm and plugin
nx-webstorm and nx console are installed
