Eula Acceptance Disabled When Zoomed

Describe the bug
If zoomed in on the accept EULA page, I cannot scroll to the bottom of the page so the box is disabled.
What is the expected behavior?
EULA page should work at all sizes.
What are the steps to reproduce?
Go here: http://localhost:4200/auth/register/create-account
Zoom into 110% screen size and scroll to the bottom of the EULA page.
Observe you cannot proceed.
