Cannot progress past license agreement step

Describe the bug

When the license agreement content is small enough to not demand a scroll event a user cannot accept the agreement, and cannot progress past the license agreement step when setting up a new account.

What is the expected behavior?

Should be able to accept the license agreement and progress through the workflow.

What are the steps to reproduce?

1. Update EULA to be a short string in the code
2. Serve up the auth workflow example
3. Click create account
4. Enter email information and click next
5. Observe inability to accept license agreement or to progress in the workflow
