Cannot progress past license agreement step

Describe the bug
When the license agreement content is small enough to not demand a scroll event a user cannot accept the agreement, and cannot progress past the license agreement step when setting up a new account.
What is the expected behavior?
Should be able to accept the license agreement and progress through the workflow.
What are the steps to reproduce?
- Update EULA to be a short string in the code
- Serve up the auth workflow example
- Click create account
- Enter email information and click next
- Observe inability to accept license agreement or to progress in the workflow
