Replace placeholder-loading with Skeleton on Roadmap

Describe the desired behavior
The Roadmap page should use the Skeleton components from MUI for the placeholder loading elements.
Describe the current behavior
We're currently using the stylesheet from placeholder-loading
Is this request related to a current issue?

Additional Context
We can remove the dependency on placeholder-loading after we make this change.
