Redirects intermittently and rarely fail

We have seen two instances where the redirects from the web client to either the user agreement webapp or the i2b2 integration webapp (not sure which one) fail. The user's browser becomes stuck at a blank page. There were no errors server-side either time. Both times, the problem occurred in Internet Explorer.

In the absence of some direction on how to address this issue, we may need to arrange for the browser to display the redirect hyperlink and suggest that the user click it if the redirect does not occur automatically. I have seen some websites display such a message.
