remote config page (gear) never appears

testing the other day remote config refused to present the data forms
says connected

turns out there was a folder in the plugins folder (on mac) .DS_store
the total 'files' in plugins skipped working on it, but didn't decrement the counter, so still waiting for 'all' plugins to be processed..
