Don't know how to start

When I learn to write a scaffold in this docs(Writing a Scaffold
),I am confused,it starts with webpack init webpack-scaffold-demo, but I have done nothing yet,then it comes to Quick Start Parts,it introduces the webpack-scaffold-starter.After that I turns to Setup part,what's this part(above context) refer to ?
