Admin: On store management, allow to turn on/off states that an order goes through

In the Admin module, the feature is to turn on or off states that the order transits. The current pipeline is ok for a large kitchen where tasks are all split up, but for a small restaurant with a simpler pipeline some states do not add up, making it cumbersome.
