Add ability to create a new panel

It would be nice to have the ability to add a new panel while using the TUI rather than having to quit, add new panel to definition, run buoy ...

Acceptance Criteria:

• A key press triggers a new view that has a lightweight text editor pre-populated with a minimal panel definition
• All input should only affect the new view
• Another key press should exit the "New Panel" view and add the panel to the dashboard
