Keychain synchronization issues

I am running an app on an iphone 8 and iphone 12 and I find that sometimes the keychain synchronization happens instantly and other times it doesn't sync the entire data between the devices or is not running at all.
I am having a hard time understanding where the issue might be.
How long does it usually take to see the changes in the keychain?
Is there a reliable way to sync between devices instantly at runtime?
