suggestion: when CHANNEL_CREATE_IRCOPONLY:TRUE, only ircop can create a channel and normal user cannot.
i hope there will be some features that can exempt this features so that some channel can be created by users (similar like quarantine lines in config that prevent oper use /opmode or /clearmode in specific channel)
