Panel flickers when opening a new window

Description
Whenever I open a new window that isn't maximized, the top panel flickers. The expected behavior should not have this happen, at least in my opinion. Here is a video detailing the issue I'm facing.
Specifications
I'm running Arch Linux with GNOME 3.38.1. I have a few other extensions installed, those being Pop Shell, AppIndicator Support, User Themes, and Applications Overview Tooltip. I've noticed that this only happens when User Themes is enabled and when I use the Materia GTK theme. I've tried the remove excessive panel styling option and it didn't seem to make a difference.
What's odd is that I've only noticed this happen with the default Materia theme. The compact options seem to work fine.
Reason
Perhaps the extra padding causes the trigger for the secondary color because it believes there's a window there? I would suggest looking into this, as some themes alter the default panel padding, which could lead to the presence of this bug, and more users reporting the same issue as me.
