RCS and SCCS support

I can never remember the rcs/sccs(/CSSC) command set, so teaching vcs would be
handy. Given these systems are quite single-file-focused, RCS support might be
quite unlike (say) git support, but it would at least allow access to basic
operations without having to remember ancient runes.
