Add tag and update changelog on release

Dependabot alerted me of a new version for this library, but I had trouble identifying the new changes since there aren't any GitHub tags or GitHub releases, and the CHANGELOG has not been updated. Could you please integrate these into the release process for better visibility? Thanks!

Thanks @glenwinters! Moving forward with releases we'll start committing to pushing updates into the changelog manually. I'm not comfortable moving this process / asking contributors to use conventional commits at this point (so we can use semantic-release).
