Add optional clean up to pytest fixture for database

This ticket requests to enhance the pytest fixture that creates a database in an Exasol SaaS account.
The fixture should
- Use the context created in issue #14
- be scoped to session, i.e.
@pytest.fixture(scope="session") - keep the database alive when a specific command line option is passed to pytest, see ai-lab for examples on how to
- Support an option to re-use an existing database
