Upgrade to the latest Parcel 2 RC

Context
Parcel v2 is a bit of a moving target at the moment, the latest version of the RC (at the time of writing this issue) has some breaking changes.
Proposal
We should update to at least 2.0.0-rc.0, or a later RC or final 2.0 version if available (parcel@latest https://www.npmjs.com/package/parcel)
Requirements
- Repo code works for all existing npm targets
- CI passes
