Mac M1 OS 12.5.1 arm64 installer fails install (MT 2.9.1 - OBS 29.1.1)

When trying to install move-transition-2.9.1-macos-arm64.pkg after allowing access with Security the installer will run through the regular process and then say that it fails.
I tried the other 2 installers in the zip bundle and got the same issue.
Even tried the 3d effect 0.0.2 one and got the same error.
I've never seen an installer fail. It either lets you and completes ... or it does not let you continue. Checked for drive space or that it's installing on some RO drive but it seems to be going to the main drive with plenty of room.
Rebooted, tried again with OBS not running .. same result.
any guesses on what I'm doing wrong?
