This template almost certainly is outdated in many places with regards to what a v3 track looks like. There is also more outdated stuff, like the mention of Travis. We should update the template.

@iHiD Couple of hours? It will be mostly doc changes. Might be good to have a "starting a new track?" document in the docs repo, and/or possible opening some issues whenever a new track repo is created.
