Switch English and German step translations

Currently, the German step translations are always placed before the English ones. This results in the IntelliJ IDE (PHPStorm) not offering the English but only the German translations in its auto-completion.
Expected
In order to increase the application range of the behat-utils, the English translations should be placed first – by doing this, the English translations would occur (first) in IDE's auto-completion.
