USB C Grounding

The USB C housing isn't currently grounded to anything. Need to figure out if it should be grounded to the rocket housing (?) or to the common PBC ground plain. Would this affect anything other than PCB data communications (UART?) see: https://electronics.stackexchange.com/questions/422271/direct-connection-of-uart-serial-port-to-usb-type-c
