jQuery v3.5.0 breaks some other 3rd pary libraries

Moving to jQuery v3.5.0 breaks several things:
- elFinder v2.1.56 display is unusable (will be fixed in the next release, we've applied a patch to our implementation at this point
- Bootstrap collapsed menu bar button in BS4 (and maybe BS3) doesn't work collapse.js has a patch which hasn't been released yet.

Fixed with recent push to develop of bootstrap v4.5.0
