elFinder root folder files are all locked

Though it hasn't always been the case, all files in the root folder now appear 'locked.' While this doesn't affect adding files or editing them in elFinder if you're an admin, it prevents deleting them.

This ONLY affects actions within elFinder and NOT within the normal UI.
