[BUG] Question value field is not required during adding question

Describe the bug
Question can be save with empty question value field. But not added to question list on Training Page because field is not required on UI.

To Reproduce
Steps to reproduce the behavior:

1. Login.
2. Navigate to competition.
3. Open add new question popup.
4. Add question and answer values.
5. Click save.

Actual behavior
Add new question popup is closed. Question is not present in questions list.

Expected behavior
Question value field is highlighted and question value error message is displayed.
