As a developer, I want to have my code hosted on the AWS EBS cloud infrastructure so I can quickly deploy my changes in the future.

Acceptance Criteria:

  1. Create configuration files to deploy the web API, celery workers, and PostgresSQL database to an AWS Elastic Beanstack environment.
