[Consent] Redesign locked state warning

1. Consent text is clearly marked as "locked" (one ore more signature are linked to this version of the text)
2. Explicit user action to unlock the consent text (this will create new version with 0 signatures)
3. Possibly render version nr of the consent text?
4. Possibly render nr of signatures?

@neocheungdesigneyra this is not an urgent feature but still important. I planned it in a future project but maybe you can already schedule some time to come up with one or more solutions.

For me I think this is ok, hope you noticed my longer take on the whole 'preview' concept in the other discussion thread.
