Failure to dl w/o gapps on browser from dropbox and also w/ gapps. Installed Astro and it worked.
This is a badly worded bug report.. Downlaods have very little to do with gapps:
Googles vision of android is without a file manager (why I don't know) and thus they wish to prevent you donwloading files your system can't handle ..
File managers like astro and some other free market apps tell the system it can handle every file type thus the restriction is virtually removed. Further some browser replacements such as Dolphin also have this functionality.
Last CyanogenMod has removed the check in favor of letting everything download. While I think this is a feature I ought to merge the current behavior is not a bug but a feature google implemented and working as designed.

Wait...so that's google giving me all those download unsuccessfuls? That's horrid. Since its not in the forward direction it may also be their hesistant response to balancing out the data power of these phones versus carrier throttle. ill be more careful with the bug reports. Thanks.
