[Feature Request]: Customise the default cache header for non-assets

At the moment the pages have a cache header of no-cache set. It'd be nice to be able to default this to something else for static sites. At the moment we have to check the current header and hope that anything with no-cache is just the default value and not something that has been set elsewhere.
