Instructions To Reproduce the Issue:
OS: Windows Server 2019
NVCC: 11.7 & 11.8 (Both tested and found the same error)
C++ compiler: MSVC 2019 C++ Desktop Development
Python: 3.9.0
Pytorch: 1.13.1
Please include the following (depending on what the issue is):

None - The exact command(s) you ran:
>pip install "git+https://github.com/facebookresearch/pytorch3d.git@v0.7.6" > install_log_cuda118.txt 2>&1
- What you observed (including the full logs):

Please also simplify the steps as much as possible so they do not require additional resources to
run, such as a private dataset.
