Stock not deducted for variable products with "Enable stock management at product level" checked

For one of our variable products, we are doing pre-orders, thus we have enabled stock management at product level and added available qty to the product (i.e. not the variation).

For some reason stock is not deducted when we sell these items. Is it a bug or an edge case that has not been scoped yet?
